The Start network is a transformational humanitarian network of leading International NGOs, working together to connect people in crises to the best possible solutions.

The Transforming Surge Capacity Project is one part of a broader range of initiatives being undertaken by the Start network, focused on improving  the capacity of humanitarian agencies to scale up resources in any emergency response.  The aim of this project is to strengthen national capacity, contributing to the vision and strengthening practice of deploying people closest to the disaster affected population.  The initial pilot for the project is focussed on Pakistan, the Philippines and Asia region.

This online platform focuses on Human Resources (HR) and people management issues during surge responses and helping organisations to manage expansion and contraction during a response in an effective way.
